Obama, Romney tweak strategies for tight race this fall
WASHINGTON (Reuters) - After months of casting Republican Mitt Romney as someone who often changes positions for political convenience, President Barack Obama's campaign is calling Romney a far-right conservative - a contradictory set of messages that essentially invites voters to decide what they don't like about Romney.
And Romney, who has built his campaign around declaring Obama a failure - particularly on the economy - began sounding a more positive note this week, offering hints about his vision for governing if he defeats the Democratic president in the November 6 election.
The subtle changes in tactics by both candidates in recent days are benchmarks for the fall campaign. They symbolize the multiple angles of attack each man plans to use to try to define his rival and appeal to the 20 percent or so of U.S. voters who describe themselves as independent - and who will decide what both sides agree is likely to be a very close election.
And as a new wave of biting video ads from each side made clear this week, this will be a campaign in hyper drive. The election is more than six months away, but with many polls showing Obama and Romney in a virtual tie, voters already are seeing the type of sharp attack ads that typically dominate the final weeks of a presidential campaign.
Just before the first anniversary of the Obama-ordered raid in Pakistan that killed al Qaeda leader Osama bin Laden, the president's campaign released a provocative ad that signaled it would not be shy about making political use of bin Laden's death - or questioning whether Romney would have made the same call.
The Web video, narrated by former president Bill Clinton, takes a direct swipe at Romney by using four-year-old quotes in which Romney questioned whether chasing bin Laden in Pakistan was worth the time and expense.
"The commander-in-chief gets one chance to make the right decision," the ad says. "Which path would Mitt Romney have taken?"
Meanwhile American Crossroads, a Republican group that supports Romney, released a video ad that took aim at Obama's "cool" image, casting the president as a jet-setting celebrity at a time when many Americans are struggling under his economic policies.
"After four years of a celebrity president," the ad asks, "is your life any better?"
?MULTIPLE FRONTS'
After finally knocking out a relatively weak field of conservative challengers, Romney has run into the full force of Obama's campaign.
During the primary season Democrats targeted Romney repeatedly, mostly ignoring his Republican opponents, and tried to label him as a wealthy former private equity executive with a history of being a flip-flopping moderate as the governor of Massachusetts.
But after a campaign in which Romney sought to appeal to conservative Republicans by espousing strict views on limiting immigration, opposing abortion and opposing most government efforts to ease student debt, Obama's campaign is casting Romney as a candidate who has embraced right-wing, extremist views.
Obama told Rolling Stone magazine that he did not believe Romney would be able to disavow the conservative positions he took during the primaries.
"I don't think that their nominee is going to be able to suddenly say, 'Everything I've said for the last six months, I didn't mean,'" the president said.
Democratic strategist Steve Elmendorf rejected the notion that Team Obama should choose between labeling Romney as either a hard-core conservative or a finger-in-the-wind politician.
"They're going to attack him on multiple fronts," Elmendorf said. "This will not be a positive campaign."
But Republican strategist Dave Carney, who advised Texas Governor Rick Perry's 2012 short-lived presidential campaign, sees a Democratic campaign that is "flailing around."
"You can't be a flip-flopper one minute and a hard-core conservative the next," he said.
'LAWN SPRINKLERS'
Romney aides say Obama's tactics are aimed at diverting attention from annual $1 trillion government deficits and an unemployment rate that remains above 8 percent.
"The Obama campaign is like one of those gyrating, intermittent lawn sprinklers, spewing out attacks in seemingly random directions, hoping to get somebody wet," said Romney campaign manager Matt Rhoades.
The challenger continues to load his speeches with attacks on Obama's handling of the U.S. economy and say that the president wants government to have an unacceptably large role in Americans' daily lives.
But now Romney is softening his tone so he doesn't come across so negatively, emphasizing what his priorities would be as president.
During his victory speech after the Pennsylvania primary on Tuesday, Romney made a point of saying he would try to bring Americans together in a way Obama has not.
"Today the hill before us is a little steep but we have always been a nation of big steppers," he said. "Many Americans have given up on this president but they haven't ever thought about giving up. Not on themselves. Not on each other. And not on America."
Romney still has much explaining to do before his vision for governing becomes clear. He has vowed deep spending cuts in the federal budget, for example, but has not outlined which programs he would cut.
THE BUSH FACTOR
During a week in which Obama campaigned before cheering crowds of university students and stared down Republicans in Congress over keeping low rates for student loans, Romney showed some flexibility on student debt, agreeing with Obama's push to extend low rates on student loans.
Republicans acknowledge that to defeat Obama, Romney will need to do more than attack the president on the economy and stress his own record as a corporate executive.
Instead, they say he needs to outline an economic narrative that separates him not just from Obama, but also from the policies of Obama's predecessor, Republican George W. Bush. Obama's campaign has cast Romney's policies as a return to Bush's failed agenda.
This week Romney got advice from a lead editorial in The Wall Street Journal, whose opinion pages typically reflect the thinking of Republican leaders. Among other things, the Journal urged Romney to separate himself from Bush's economic policies to try to inoculate himself from Obama's Bush-Romney linkage.
"Mr. Romney will have to make a case not merely against Mr. Obama's failings," the Journal editorial said, "but also for why he has the better plan to restore prosperity."

UN Syria observers visit Homs neighborhood
BEIRUT (AP) ? U.N. observers struggling to shore up a shaky cease-fire in Syria visited an embattled neighborhood in the central city of Homs Sunday, the Syrian state news agency said. Activists said government snipers shot dead two people nearby.
SANA said the observers toured the Khaldiyeh district, which has seen heavy government shelling and clashes between Syrian forces and rebels.
The observers in Homs are part of an advance team of 15 U.N. monitors in Syria trying to salvage a peace plan brokered by special envoy Kofi Annan that aims to end the country's 13-month-old crisis. Under the plan, a cease-fire is supposed to lead to talks between President Bashar Assad and the opposition on a political solution to the conflict that has killed more than 9,000 people.
But the cease-fire has been deeply troubled since it went into effect April 12. The regime has kept up its attacks on opposition strongholds, while rebel fighters continue to ambush security forces. Defying a major truce provision, the Syrian military has failed to withdraw tanks and soldiers from the streets.
Most analysts say the plan has little chance of succeeding, though it could temporarily bring down the level of daily violence.
That has largely been the case in Homs, Syria's third largest city, which has emerged as the heart of the uprising. Regime forces pounded parts of Homs for months before two U.N. monitors moved into an upscale hotel there last week.
Since then, the level of violence has dropped, although gunbattles still frequently break out. An amateur video posted online Saturday showed the observers walking through a heavily damaged neighborhood, where residents collected a body laying in the street and put it in the back of a pickup truck.
No details were immediately available about the U.N. observers' visit Sunday.
The Britain-based Syrian Observatory for Human Rights said government snipers shot dead two people in the Homs neighborhood of Joret al-Shayah, which borders Khaldiyeh.
The group, which relies on a network of activist in Syria, also said one civilian was killed and four wounded in random gunfire by security forces in the village of al-Saliha in the central Hama province.
U.N. chief Ban Ki-moon has blamed the regime for widespread violations of the truce ? prompting Syria to fire back that his comments were "outrageous" and accuse him of bias.
The spat has further stoked concerns among the Syrian opposition and its Western supporters that Assad is merely playing for time to avoid compliance with a plan that ? if fully implemented ? would likely sweep him out of office.
Under the peace plan, the U.N. is to deploy as many as 300 truce monitors. One hundred should be in the country by mid-May, and the head of the observer team, Norwegian Maj. Gen. Robert Mood, is to arrive in Damascus on Sunday to assume command, according to the mission's spokesman, Neeraj Singh.
Ban and Annan have cited violations by both sides, but generally portrayed the regime as the main aggressor.
An editorial Saturday in the state-run Tishrin newspaper said Ban has avoided discussing rebel violence in favor of "outrageous" statements against the Syrian government. The editorial said the international community has applied a double standard, ignoring "crimes and terrorist acts" against Syria and thus encouraging more violence, according to excerpts carried by the state-run news agency SANA.
Mass protests against Assad erupted in March 2011, but gradually turned into an insurgency in response to a violent regime crackdown. Assad's regime denies that it faces a popular uprising, claiming it is being targeted by a foreign-led terrorist conspiracy.

A new federal law became effective Jan. 3 that makes it illegal for commercial vehicle drivers to use handheld cell phones while driving. This new law is estimated to affect millions of fleet drivers nationwide. This law was implemented as a means of keeping all drivers safe, and in the process may cut down on some workplace accidents as they relate to commercial vehicle drivers.
Following this new law, a Los Angeles steel and aluminum company has created a "distracted-driving policy" in an effort to decrease driver accidents. In addition, the company enacted the policy after it realized that it could be subject to potential liability when its drivers use cell phones on the road.
The Los Angeles-based company has more than 1,800 trucks in its commercial fleet. Under the new policy, company drivers are prohibited from using "any kind of electronic communication device while driving," which includes devices like cell phones, smart phones and CB radios. Unless the drivers are parked, they cannot use these devices. This company is not the only one concerned about the safety of their workers. Many other companies are developing policies of their own.
While this new federal law, and the policies which are subsequently being enacted by companies, will hopefully cut down on the number of workplace accidents of commercial vehicle drivers due to distracted driving, accidents can still happen. When such an accident occurs, the worker could be entitled to workers' comp.
For workers injured as a result of workplace accidents, including drivers who are injured on-the-job from distracted driving, California law requires their employers to provide workers' compensation insurance. Workers' compensation covers medical expenses, partial wages, permanent disability benefits and future medical expenses. Depending on the injuries, the worker may be entitled to additional benefits as well.

More than a month after his record-setting solo dive to the bottom of the ocean, filmmaker James Cameron is fleshing out his adventure tale with personal details as well as comparisons to another one of his passions ??space exploration.?The story hit TV screens tonight on "James Cameron: Voyage to the Bottom of the Earth," a half-hour documentary premiering on the National Geographic Channel.
The main thrust of the story unfolded back on March 26: Cameron climbed into a custom-built submersible called the Deepsea Challenger and plunged nearly 36,000 feet (10,898 meters) to the bottom of the Mariana Trench. It's the deepest part of the ocean? reached only once before, by a two-man team in 1960.

If he missed the premiere, he said, the top movie executives behind the film release might never speak with him again. - Cameron's wife, Suzy Amis, gave him a good-luck smooch before the dive. "Is this going to be a PDA?" Cameron asked, using the acronym for a public display of affection. "Yup," Amis said. Cameron said that when he was at the very bottom, he took a phone call from Amis, "which of course was very sweet ... but let that be a lesson to all men: You think you can get away, but you cannot."

And we?re destroying it faster than we're exploring it," Cameron said. "I think it draws attention to the ocean and the lack of funding for ocean exploration."
Cameron also touched on that concern last week in a Q&A with The Hollywood Reporter, in which he said the lesson from the Deepsea Challenger's dives was that "a small group of privately funded, passionate young engineers can come up with something that governments can't do." The Hollywood Reporter's Patrick Brzeski went on to ask what that meant for the bigger picture, and here's part of Cameron's reply:
"Well, first it means, as governments, whether it's the U.S. or any other government, we've lost our edge when it comes to exploration ? whether it's space or unexplored corners of the oceans. And secondly, there are a lot of new technologies and advancements being made in material sciences that allow us to do things at a fraction of the price that it would have been previously. That allows private individuals to come into the game. Those two factors combined are making exciting things happen.?You see the same thing in space, with Jeff Bezos and Elon Musk. You know, Elon Musk's SpaceX is going to be regularly orbiting vehicles to service the International Space Station. They basically stepped into the shoes of NASA ? for a fraction of the price. That?s a better business model than doing deep ocean exploration. I hate to even use the term entrepreneurial for what we?re doing, because entrepreneurial implies that there?s going to be some big profit at the end if you?re successful.?But really for me the end result is the science and exploration and the imagery we?re getting. It's not a profitable thing ? we aren't doing it because we expect to find oil and gold down there. But see, the thing is, you never really know where pure research is going to take you. The New Britain Trench ? at 27,000 feet ? no one had ever been down there to look at it. In one dive, in the first five minutes, I discovered two new species. In the first five minutes of being on the bottom!"
In the interview, Cameron also referred to his well-known efforts to take a trip into space himself and make a movie, either on Russia's Mir space station (before it was deorbited in 2001) or the International Space Station (before the Columbia tragedy in 2003). If last year's rumors turn out to be true, Cameron just might finally get his chance to film the final frontier, perhaps during a round-the-moon odyssey.
He might have to hold off on his next real-life adventure until he gets "Avatar 2" and "Avatar 3" into the theaters. But whether that next adventure involves outer space or the sea, I have a feeling it's going to be a doozy.

"It is an amazing opportunity to bring our families here and enjoy the show, not be stressed, and relax and know that everyone in the theater is in our situation," said Paige Bravin, sitting with her 11-year-old daughter, Alexa, in the second row of the New Amsterdam Theatre.
The Theatre Development Fund, a nonprofit organization focused on providing access to live theater, bought all 1,797 seats for Sunday's matinee and offered reduced price tickets to families with an autistic member. They sold out in two days.
It was the second experiment following the autism-friendly showing of "The Lion King" in October. The Theatre Development Fund plans a third such show at "The Lion King" on Sept. 30. Tickets for that go on sale this summer on the fund's site.
At Sunday's matinees, about 40 autism specialists ? many of them master's students at Hunter College, special education experts or social workers ? roamed the theater, providing comfort and help to families. They wore black Supercalifragilisticexpialidocious T-shirts and held flashlights.
"They love participating and being part of this day and to see the magic," said Dr. Jamie Bleiweiss, a professor of early childhood special education at Hunter College and co-founder of the consultant and support group Autism Friendly Spaces. "It's such a rewarding way to give back and to share. This experience is pretty powerful."
To prepare the children, character guides and song lists had been made available ahead of the show so there were few surprises. Calming corners and activity areas were created in the cavernous New Amsterdam Theatre, where overwhelmed children could sit in beanbag chairs and watch a live stream of the show.
There were coloring books, puzzles, games and handy toys for fidgety patrons. Signalers on either side of the stage raised green glow sticks to warn theatergoers of upcoming loud noises or to signal that clapping was ahead.
"We're learning each time," said Victoria Bailey, TDF's executive director, who also credited Disney Theatrical Productions for allowing two of their shows to participate. "It's really clear that the demand is there."
To accommodate the special audience, a few changes were made to "Mary Poppins," including removing all strobe lights, lowering the tap sounds of "Step in Time," softening some transitions and lowering some pitches. The cast and musicians had rehearsed for several hours the day before to ensure that events at No. 17 Cherry Tree Lane were smooth.
"The power of the story remains," said David Caddick, the music supervisor. "We changed some elements to avoid a sensory overload but it doesn't in any way diminish it for the other family members."
Anthony Lyn, the show's associate director, said his team was happy to welcome a whole new audience. "I know everyone in the cast and in the building was incredibly delighted about doing today's performance," he said.

"You don't have to worry. You're in the same position as everybody else is. You don't have to be embarrassed. It's OK that your kid is screaming, crying or carrying on," said Lisa Brodwin, whose 10-year-old daughter, Morgan, charmed the volunteers with her easy, outgoing nature.
"She loves music, she loves dancing and I wanted to take her and my other son, who's not autistic, as a family. So the four of us can do something together," said Brodwin, who is from Long Island. "I think this is so monumental. I think this is so beneficial."
The Theatre Development Fund, which also operates the TKTS booths, hopes to make such autism-friendly performances a regular event on Broadway and is happy to share what it's learned with other theater communities. It's already had several inquiries from across the nation.
"I think we're developing more awareness in the Broadway community and it's clear from surveys that we did after the first one that there's an appetite for 'Spider-Man,' there's an appetite for 'Wicked,' there's an appetite for Radio City," Bailey said. "Over time, I hope we would be able to do that."

"We believe this is the first time a program of this type and magnitude has been done with an ongoing pension obligation," Ford CEO Alan Mulally told analysts while unveiling first-quarter earnings.
Ford reported a first quarter profit of $1.4 billion, down sharply from its $2.55 billion first-quarter profit a year ago.
The company said it took a bath in Europe operations, which lost $149 million.
Chief Financial Officer Robert Shanks hailed the buyout plan as "a huge step forward in terms of actually eliminating some of the obligations altogether."
The US pension tab is about $49 billion.
Shanks had no idea how many salaried workers -- including a handful of current retirees collecting checks -- would accept offers. Union workers are not involved in the deal yet, he said.
Filings showed Ford pays white-collar workers a base pension of about $48 a month, multiplied by the number of years of service. Executives get bumped up to as much as $100 a month or higher, depending on their pay scales.

Unruly kids may have a mental disorder
ScienceDaily (Apr. 29, 2012) ? When children behave badly, it's easy to blame their parents. Sometimes, however, such behavior may be due to a mental disorder. Mental illnesses are the No. 1 cause of medical disability in youths ages 15 and older in the United States and Canada, according to the World Health Organization.
"One reason we haven't made greater progress helping people recover from mental disorders is that we get on the scene too late," said Thomas R. Insel, MD, director of the National Institute of Mental Health (NIMH) and the featured speaker at the American Academy of Pediatrics' Presidential Plenary during the Pediatric Academic Societies (PAS) annual meeting in Boston.
Dr. Insel discussed signs of mental illnesses in young children and the importance of early diagnosis and intervention in his presentation, "What Every Pediatrician Needs to Know about Mental Disorders," on April 29, in the Hynes Convention Center.
As the first line of defense, pediatricians can detect mental disorders early and ensure children get treatment as soon as possible, Dr. Insel said. While questionnaires currently are the best way for doctors to screen for mental illness, better tools are on the horizon, such as cognitive and genetic tests.
It's also important to understand that mental illnesses are a developmental brain disorder even though they can look like behavior problems, Dr. Insel explained.
"The future of mental illness has to be at the point where we aren't treating behavior separately from the rest of the person," he said. "There needs to be full integration of behavior and medical concerns to ensure that we are able to care for the whole person and not just one system."
In addition to serving as director of the NIMH, Dr. Insel is acting director of the National Center for Advancing Translational Sciences, a new arm of the National Institutes of Health that aims to accelerate the development of diagnostics and therapeutics.

President Barack Obama high-fives late-night comic Jimmy Kimmel during the White House Correspondents' Association Dinner, Saturday, April 28, in Washington, D.C.
Hollywood glitterati met Washington elites at the White House Correspondents' Dinner on Saturday, and the joke was certainly on the night?s guests. Both President Barack Obama and featured comic Jimmy Kimmel poked fun at each other and their audience, with the lasting gag of the night being a bizarre quip on eating dogs.
"Last week we learned that the president's two favorite steaks are rib-eye and seeing-eye," Kimmel remarked during his half-hour stint. It was?a pun made in reference to the revelation that Obama ate dog meat as a child in Indonesia.
Obama also took cracks at himself and the dog-eating story.
"What's the difference between a hockey mom and a pit bull?" he asked. "A pit bull is delicious."

Deemed the ?chaperone? of the evening by the president, Kimmel began his act with a special edition of ?This Week in Unnecessary Censorship,? a weekly parody used on his late-night talk show, ?Jimmy Kimmel Live.? Following the video montage, the comedian entertained the audience with jokes about the Secret Service, Newt Gingrich and, of course, Kim Kardashian.
On the reality star, the comedian pointed to her table and said, "If you're looking for the greatest threat to America right now, she's right there. She's Kim Kardashian. When (Obama) took office, the Kardashians had one reality show. Now they have four. This is not a good trend."
Kimmel didn?t let anyone off the hook, including the Commander-in-Chief, mocking Obama?s large ears, comparing his thin frame to the Kenyan winner of the Boston Marathon and highlighting some of the struggles he has?faced during his years in the Oval Office.
"Hey, Mr. President, do you remember when the country rallied around you in hopes for a better tomorrow?"?the comedian?asked. "That was hilarious."
Kimmel also took a stab at Republican governor Chris Christie of New Jersey: "You might be misunderstanding the New Jersey state slogan. It's not the 'Olive' Garden State."
Additionally, the comic commented on the death of the printed word, a jest that didn?t earn so many laughs from journalists in the room, though Obama?s own quips on the Huffington Post?s Pulitzer Prize earned a rousing response from the audience. The president, who?did the introductory routine before Kimmel, played upon the website?s achievement.
Congratulating Huffington Post, Obama said, ?There?s no one out there linking to the kinds of hard-hitting journalism that HuffPo is linking to every single day. And you don?t pay them --?it?s a great business model!?
The president ended his routine commenting that while he did have more material, there simply was no time to use it. ?I have to get the Secret Service home in time for their new curfew,? he joked.
Originally a fanfare for journalists and politicians, in recent years, the WHCD has become more a celebrity-infused night of revelry, hosted each year by a popular comedian. Saturday?s event was?attended by?the likes of George Clooney, Goldie Hawn, Reese Witherspoon and the cast of ?Modern Family? joining the nation?s journalists in a night of eating, networking and poking fun at, well, everyone.
